The Ontario Ministry of Energy, Northern Development and Mines is proposing to amend Ontario’s Energy and Water Efficiency Regulation (O. Reg. 509/18 under the Electricity Act, 1998) to set or update test methods, scope and/or efficiency requirements for ten products. The proposed amendments, if passed, would:
- Set test method, scope and/or efficiency requirements for one new product, commercial oil-fired storage water heaters, to harmonize with the United States Department of Energy (DOE) and Natural Resources Canada (NRCan) requirements for this product.
- Update scope, test method, and/or efficiency requirements for nine existing products to harmonize with NRCan or the Ontario Building Code: commercial gas-fired storage water heaters, residential gas-fired instantaneous water heaters, commercial gas-fired instantaneous water heaters, residential gas-fired furnaces, residential gas-fired boilers, commercial gas-fired boilers, commercial oil-fired boilers, gas fireplaces and residential windows.
Note:
- For “residential-duty” commercial oil-fired water heaters Ontario’s proposed compliance date based on the date of Manufacturer is July 1, 2020, whereas NRCan’s date is January 1, 2020.
- For all other commercial oil-fired water heaters Ontario’s standby loss equation in watts differs from NRCan’s equation.
- For gas-fired boilers ≥ 88 kW and ˂ 732 kW and gas-fired boilers ≥ 732 kW Ontario stipulates no standing pilot. Additionally for gas-fired boilers ≥ 732 kW Ontario and the US DOE does not set an upper limit in the scope, however NRCan sets an upper limit of 10,000,000 Btu/h. For oil-fired boilers greater than 732 kW once again Ontario does not define an upper limit in the scope.
- Make changes to the regulation of a housekeeping nature. These changes could clarify the scope and/or requirements for some products, or update references to include the most relevant or most recent editions of test standards for products with no changes to the existing efficiency requirements.
On November 19, 2019, the proposal to amend O.Reg. 509/18 was posted on the Environmental Registry (ER) for a 59-day public review period (see https://ero.ontario.ca/notice/019-0924).
