In Canada the control and use (purchase and handling) of Ozone Depleting Substances and other Halocarbons Act and Regulations is governed by the provinces and territories. These regulations compliment the federal regulations. Additionally the Government of Canada (Environment and Climate Change Canada) has federal regulations dealing with the import, export, manufacture, use and sale of numerous ODSs and substitute’s. For the transportation of an ODS, provincial and/or federal legislation relating to the transportation of dangerous goods applies. In addition, certification agencies (i.e. Canadian Standards Association, Underwriters Laboratory) have the responsibility to certify equipment (recovery units, tanks, weights or scales).
The majority of Canadian provinces have implemented mandatory requirements for the handling of ODS and require certification. This certification is NOT a trade license or trade qualification. Currently Ontario and Manitoba have requirement to renew the certification. In Ontario (certification is valid for 5 years) and in Manitoba (certification is valid for 1 year, with the option of renewing for two years at a time). For the rest of Canada, there is no “renewal”, it is a one-time certification.
HRAI manages the certification program for Environment Canada and the Ministry of Environments across all provinces outside of Manitoba and Quebec. HRAI offers on-line training to obtain this certification https://www.hrai.ca/odp-ods-online-program. The Manitoba Ozone Protection Industry Association manages the program in that province. https://mopia.ca/compliance. All certifications are transferable from one province to another.
