At Supply Ontario, we believe modernizing procurement is key to delivering better public service value and outcomes. Our mandate is to strengthen supply chain management and procurement practices across the public sector, ensuring Ontario ministries, provincial agencies, hospitals, school boards and other BPS partners have access to high-quality, timely, reliable products at the best value.
We are focused on building:
- Resiliency: ensuring Ontario remains prepared to supply critical health and other essential products we need to protect Ontario workers and families;
- Sustainability: considering the environmental and carbon footprint of our procurement decisions, and the opportunity to leverage Indigenous Economic Reconciliation and broader social benefits with the products we purchase;
- Domestic economic development: leveraging the $30 billion in public funds spent annually to create jobs and stimulate economic growth within Ontario and Canada;
- Innovation: harnessing the remarkable technology and entrepreneurial sector within our province to help government address pressing public service challenges;
- Efficiency: utilizing procurement to drive better health and other public service outcomes, value for BPS partners and taxpayers and reinvestment in public services.
To achieve these objectives, we have adopted six key priorities for 2023/24:
- Transformational transfer: completing the transfer of Supply Chain Ontario, the team responsible for procurement for government ministries, over to Supply Ontario
- Category management: implementing a category management system across the public sector, initially focusing on low-complexity categories such as fleet, computers and mobile and expanding to more complex categories like peritoneal dialysis and renal care
- Key procurement projects: identifying and prioritizing specific procurement projects, ranging from piloting a food program to consolidating and harmonizing pharmaceutical contracts
- Data and analytics: establishing robust data and analytical capabilities, in partnership with shared service organizations, to inform effective government procurement decision making
- Streamlining and modernizing: collaborating with government to streamline and modernize outdated public sector procurement rules and processes, including improvements to the vendor of record and liability process and implementing the Building Ontario Businesses Initiative (BOBi) Act
- Corporate and cultural priorities: enshrining corporate values, culture, and foundational aspects including the adoption of a diversity, inclusion, and belonging strategy and action plan
