On April 24 2019, at the CARAC Plenary session, Transport Canada made a presentation that outlined their plans to use as Strategic Safety Risk Assessment Process as the basis for its rulemaking process, going forward. As part of the news process, Transport Canada also intends to use the Bowtie Risk Assessment process and to solicit the views of industry with respect to their opinions on the areas of highest risk. While industry and Association representatives at the meeting were largely supportive of a risk-based approach, a number of individuals raised concerns over lack of involvement by industry in the data collection and analysis phase of the process.
