Earlier this year, at its international gathering in Washington DC (EEGlobal), the Alliance to Save Energy (ASE) introduced a new initiative — the “Three Percent Club” — to significantly increase global momentum and action on energy efficiency (progress has been slowing since 2015), while primary energy demand continues to rise.
The new voluntary coalition leverages the resources of the International Energy Agency (IEA), the Sustainable Energy for All Energy Efficiency Accelerators and Hub, UN Environment, the European Bank for Reconstruction and Development, the Global Environment Facility, and the Energy Efficiency Global Alliance (EEGA).
On September 23, a substantial coalition of countries, businesses, and non-governmental organizations gathered at the United Nations Climate Action Summit in New York further announced their commitment to work together to attain a three percent annual global increase in energy efficiency.
Why three percent? The International Energy Agency (IEA) has determined that this rate of improvement in energy efficiency will deliver a significant part of the climate mitigation required to meet the goals of the Paris Agreement. Further, the IEA has found this can be achieved using existing technologies and cost-effective investments.
Supporting Organizations include private-sector and financial institutions that agree to set public energy efficiency improvement goals for their own operations consistent with achieving a three percent annual energy efficiency improvement, and to participate in a coalition of international organizations that will support policy development and project implementation through technical assistance and national engagement.
The Three Percent Club coalition has the expertise, resources, networks and established programs necessary to support the delivery of the commitments made by member countries. Companies and institutions that sign the Declaration of Support become part of a broader global collaboration available to engage in projects, capacity building, and technical assistance with member countries. The EE Global Alliance serves as a clearinghouse, connecting member governments with supporting organizations that have the appropriate technical expertise and geographic scope to scale up energy efficiency action and impacts across the globe.
