Peel Region’s Procurement Division, led by Director of Procurement Kristin Misurka, is the engine behind one of Ontario’s largest and most diverse municipal procurement portfolios. Employing a centralized model built for impact, which ensures consistency, compliance and strong governance, Peel procured over $2.4 billion in goods and services in 2024.
Peel is one of only two Canadian agencies to hold Quality Public Procurement Department (QPPD) accreditation from the National Institute of Governmental Procurement (NIGP). A designation achieved for eighteen consecutive years. This recognition underscores Peel’s ongoing commitment to transparency, public trust, and best value.

Showcasing the Four Core Procurement Teams
At the heart of Peel Region’s procurement success are four distinct teams that each deliver critical services across the organization. From capital infrastructure to vendor performance, these teams drive projects that align with Peel’s strategic goals and support the needs of departments, services, and residents across Peel Region.
Facilities and Operations Maintenance Team
This team supports Peel’s built environment, including three major service areas: Real Property Asset Management (RPAM), Peel Housing Corporation (PHC), and Public Works Operations Support.
Core Functions:
Responsibilities include procurement for planning, design, construction, maintenance, and emergency response across Peel’s built environment. Supports capital and operating projects and develops sourcing strategies that enable affordable, resilient, and well-maintained housing, while supporting access to essential community services.
Key Initiatives:
- In 2024, the team issued over 130 capital and operating projects, including six paramedic stations
- Currently preparing to build Peel’s largest flagship paramedic station in southern Mississauga
- Supports Peel Housing Corporation, which provides safe, affordable housing to 17,000+ tenants across 69 properties
- Manages numerous operating contracts and state-of-good-repair projects, and new development projects, including but not limited to, interior renovations, roof/window replacement, and security master plans
- Supports additional housing properties developed by other arms of Peel’s housing services
- In Public Works, the team supports seven operational sections, including water billing, fleet, facilities, and health and safety
Interesting Fact:
From paramedic stations to offices, this team plays a key role in nearly every facility Peel owns or operates, highlighting their broad cross-functional impact across the division.
Infrastructure and Housing Team
This team drives procurement for Peel’s large-scale infrastructure and housing development projects, supporting both Public Works Infrastructure and Housing Services.
Core Functions:
Procurement responsibilities span capital construction, engineering, and infrastructure operations and maintenance, with strategic sourcing efforts focused on advancing housing development and shelter services throughout Peel.
Key Initiatives:
- Supports Peel’s Water and Wastewater Division, the second largest system in Ontario and fourth largest in Canada
- Peel produces 566 million litres of drinking water and treats 684 million litres of wastewater daily
- Maintains 4,789 km of watermains, 3,754 km of sewer mains, 355 km of storm sewers, and 390 km of active transportation facilities
- Supports Peel’s Waste Management Program, the second largest in Ontario
- Enables procurement for 26 regional roads, 733 intersections, 7,723 streetlights, and 181 major structures
- In Housing Services, supports Peel’s role as the third largest community housing provider in Ontario, including new affordable housing developments and emergency shelter supports

Peel’s water and wastewater projected capital program is the third largest in North America.
Services, Operations and Peel Police Team
This team supports a wide range of programs across Health Services, Peel Regional Police, Legislative Services and Corporate Services, enabling frontline and internal services that keep Peel running.
Core Functions:
Responsibilities include procurement for health care, emergency response, policing, and corporate operations. Strategic sourcing enables key internal services such as information technology, human resources, financial management, and legal support.
Key Initiatives:
- Supports five long-term care homes with over 700 residents
- Enables Peel Paramedics, who operate 180 ambulances and respond to 148,000+ calls annually
- Supports Peel Public Health programs in chronic disease prevention, communicable disease control, immunization, and family health
- Provides procurement support to Peel Regional Police, the second largest municipal police service in the GTHA, with 2,400 uniformed members and 1,000 civilian staff
- Supports internal services, including IT, HR, Finance, Legal Services, Climate Change & Energy, TransHelp, Peel Art Gallery Museum and Archives (PAMA), and Early Years & Child Care
Interesting Fact:
Peel led the joint procurement of three helicopters to be operated by Peel, Halton and Durham Police Services in support the Joint Aviation Support Unit (JASU).
Procurement Services and Programs Team
This multidisciplinary team drives Peel’s enterprise-wide procurement programs, technology enablement, back-office support, reporting and analytics and strategic initiatives that elevate procurement across the organization.
Core Functions:
Responsibilities include the development and administration of enterprise-wide procurement programs, analytics, reporting, back-office management, and support for Enterprise Resource Planning (ERP) systems. Strategic financial support is also provided through divisional budget planning and coordination.
Key Initiatives:
- Vendor Performance Management Program: Positively enhancing Peel’s supply chain with 85% of vendors achieving a satisfactory performance rating ensuring best value, transparency and improved relations with the vendor community
- P-Card Program: Administering over 1,100 active cards, 300 fuel cards, and ghost cards for Peel Region and Peel Police including auditing and reporting
- Sustainable Procurement Program: Embeds environmental, social, and economic outcomes into purchasing decisions
- Supply Chain Diversity Program: Creates equitable opportunities for underrepresented groups
- Tariff-aware Procurement Strategy: In response to U.S. tariffs, Peel has implemented practices that prioritize goods and service from Canadian and other non-U.S. vendors
- Amazon Business Prime Program: Consolidation of small business spend enabling transparency, cost savings and auditing. Averaging savings of $6,700 monthly
- Reporting and Analytics: Procurement Activity reporting to Council and Committees, divisional metrics and dashboards
- Back Office Administration: Purchase order issuance, document management, data tracking and divisional systems support
Interesting Fact:
Over 1400 purchase orders issued in 2024 and currently implementing four corporate strategic agenda initiatives.
